KonTerra successfully concluded a formative evaluation of the UNICEF CBA Programme in Afghanistan. The evaluation covered the period from the start of UNICEF’s cash programme implementation in Afghanistan in 2020 to March 2023.
The evaluation concluded that CBA programs are relevant to the needs of vulnerable stakeholders but could benefit from more systematic integration with commensurate resources to fulfill long-term objectives, including for Gender Equality and Women’s Empowerment (GEWE) and improved selection criteria for resource allocation. Also, cash infusions temporarily improve access to services but aren’t sufficient for meeting basic needs, highlighting the need for improved evidence tracking and consideration of differential needs assessments.
The team recommended that CBA programs be more systematic with leveraging resources to meet long-term objectives as well as improve the selection criteria for resource allocation.
