KonTerra has recently concluded the evaluation of WFP Country Strategic Plan (CSP) in the Philippines. The exercise assessed the strategy and programme results of WFP in The Philippines between 2018 and 2022 and provided recommendations to inform the design of the new Country Strategic Plan (CSP).
The evaluation concluded that WFP significantly contributed to the humanitarian response, the emergency preparedness and response and the peacebuilding engagement in the country. WFP’s capacity and credibility enabled sustained partnerships opportunities and the CSP activities translated into an 8% increase in the number of people with acceptable food consumption scores. Gender considerations were consistently applied within the CSP design and implementation. Some of the outcomes were hampered by limited and earmarked funds and the CSP structure sometimes resulted in siloed contributions to social protection.
Recommendations suggest to better structure the capacity strengthening activities and engage further at subnational level, improve the social protection strategic positioning, increase capacities to address emergency response and boost the management of human and economic resources.
